" Sex Equality and "Positive Discrimination" : Comparative Legal Analysis "
(Co-organized by the Gender Law and Policy Center and the Society of Comparative Legislation)

The COE Program Gender Law and Policy Center focuses on legal and political scientific research into problems related to gender equal societies. The Center, which functions as a hub of network between Asian and European/American institutions, regularly organizes international symposiums, and is particularly concerned with the development of academic relations with France.
Founded in 1869, incorporated by decree as a "public utility institution", the Society of Comparative Legislation gathers academics, judges and practitioners of various countries, organizes international meetings in France and abroad on contemporary topics with academics and managers, and continues to develop fruitful academic relations with Japan.
The first conference co-organized by the Gender Law and Policy Center and the Society of Comparative Legislation was held on September 16, 2005, in the prestigious Hôtel de Beauvais (actually the Administrative Court of Appeal of Paris).
This conference, attended by around sixty persons, gathered nine French and Japanese well known academics to deal with a quite debated theme, the so-called "affirmative action" or "positive discrimination". At which conditions is it possible to incorporate to different legal cultures, and to apply to gender issues, favorable treatments or exceptional measures decided on in a concerted manner in light of observed situations of inequality? This question has been discussed from a political and legal perspective, and on the basis of a comparative approach between the European, French, American and Japanese experiences.
