This program creates the Gender Law and Policy Center that serves for the world's highest standard research and education on Gender-related legal and policy studies and the promotion of the gender equal society.

The center focuses on legal and political scientific research into theoretical problems related to the gender equal societies that Japan and the world in the 21st century promote, aims to establish a new field of gender law and policy studies, and produce gender-sensitive researchers, lawyers, and policy professionals. The center aims to function as a hub of network between Asian and European/American institutions by transmitting research and educational accomplishments to the world, and encourages applied research in policy implementations.

The center consists of three sections: basic research, applied research, and policy implementations. All program associates and junior research associates are affiliated with one section and undertake research and/or teaching. Political participation, employment and social welfare, family, physical liberty and sexuality, human security are the center's five research clusters, which are substantive research units and oversee individual research projects staffed by members representing each section. The center's activities include publication of research series and annual reviews, library services of research materials, international academic exchanges, and hosting of international symposiums in 2004 and 2007.

The center establishes the educational office and a few overseas satellite offices that provide a new gender law and policy program for the COE fellows by giving them opportunities for learning/studying on site. In addition to the short overseas program, the center also establishes the scholar exchange program. The center keeps a close connection with Law School, Public Policy School, and Internet School of Tohoku University, and seeks to produce gender law and policy researchers, lawyers, and policy professionals who work in various institutions.
